northern Campbell County in east Tennessee...
Grainger County in east Tennessee...
northeastern Union County in east Tennessee...
northern Scott County in east Tennessee...
Hamblen County in east Tennessee...

* until 215 PM EST.

* At 815 am EST, Doppler radar and automated rain gauges indicated
that heavy rain was falling over the area. In the last 3 hours 1
to 2 inches of rain has already fallen. Another inch of rain or
more is possible this morning. The heavy rain will cause flooding.

* Some locations that will experience flooding include...
Morristown, Oneida, Rutledge, New Tazewell, Bean Station, Tazewell,
Huntsville, Russellville, Helenwood, Harrogate, Jellico, Winfield,
Lone Mountain, Howard Quarter, Elk Valley, Panther Creek State
Park, Arthur, Honey Creek State Park, Rose Hill and Buffalo
Springs.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

* At 448 am EST, Doppler radar indicated heavy rain that will cause
minor flooding in the advisory area.

* Some locations that will experience flooding include...
Oak Ridge, Morristown, Clinton, Jefferson City, La Follette,
Maynardville, Rutledge, Oliver Springs, New Tazewell, Bean Station,
Tazewell, White Pine, Plainview, Jacksboro, Harrogate,
Russellville, Jellico, Caryville, Blaine and Lake City.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

The Flood Watch is now in effect for

* portions of east Tennessee and southwest Virginia, including
the following areas, in east Tennessee, Anderson, Campbell,
Claiborne, Grainger, Hamblen, Hancock, Hawkins, Johnson,
Morgan, northwest Carter, northwest Greene, Scott TN,
southeast Carter, Sullivan, Unicoi, Union, and Washington TN.
In southwest Virginia, Lee, Russell, Scott, Washington, and
wise.

* Through Sunday morning

* periods of moderate to heavy rainfall will overspread the region
through early Sunday. Additional rainfall accumulation of
around 1 to 2 inches is possible with localized amounts up to 3
inches.


* Given the already saturated soil and high stream flows, the
additional moderate to heavy rains will likely cause
significant stream flooding, roadway flooding, mud slides, and
main Stem river flooding. Potentially life threatening
flooding is possible.

A Flood Watch means that conditions are favorable for heavy
rain... which may lead to flooding in and near the watch area. Be
alert for rising water or water over roadways. Keep informed...
and be ready for action if flooding is observed or if a Flood
